How does inflation and currency fluctuation impact on your offshoring deal?
The last 12 months have been turbulent times for economies throughout the world. It is ever clear that financial markets are increasingly intertwined, dependent and impacted by one another. Companies with offshored operations will, or should, be aware of this.
At the current time and given the volatility of the markets, organisations with offshored centres should review the sustainability of their business case. Companies need to review their business case in light of inflation and currency fluctuation across the globe. Economical turnover, market tendencies and other factors have impacted, in different ways, both inflation and the behaviour of different currencies against the pound. This has drastically impacted on certain locations and has made some locations more expensive than previously and others cheaper compared to 2008.
So how has the volatility affected the location where your offshore operations may be located? Each of the key markets are reviewed below:India: Is the most popular location for UK companies to offshore their back office operations. Most industries have a presence in India with companies from the likes of British Airways, Aviva, HSBC, Nokia etc. In 2008 India saw a wage inflation rate of 13%. Adding the 7% revaluation, the Rupee has gained today against the Pound, we can say that in terms of wages, India has become around 21% more expensive for clients who have offshoring there. Other costs such as infrastructure, rent, facilities, etc. have also increased around 16%, considering 7% currency increase and a general inflation of 8%. However, projections for 2009 predicts a wage inflation rate of 8%, which will be the lowest compared to previous years, but the highest compared to all locations in Asia. China: Although cited as a popular offshore location, there are significantly fewer examples of UK companies with operations located here. Many outsourcing providers have expanded in to this market and US companies, such as Avaya, have transitioned operations here. China sees the largest overall cost rise in 2008. 51% increase as a result of revaluation of the Yuan against the Pound and a 13% in wage inflation, China has increase around 70% in terms of wages as an offshoring location in 2008. For other costs, there is an increase of around 60% considering 6% inflation and 51% currency revaluation. Wage inflation is projected to increase by 8% in 2009. However, this projection can vary due to the fact that China still lags behind the likes of India for producing skilled labour with the right language capabilities, so this shortage could lead to even higher wage inflation for the next year. Philippines: Another popular location with US companies, more so than UK companies due to the time zone difference and history in the region. The Philippines is the location with the second highest cost increase in 2008. With a 19% revaluation of the Philippine Peso against the Pound and 10% wage inflation, there is an increase of around 31% in terms of wages. For other costs, considering inflation of 9% and revaluation of 19%, there is an increase of around 30%. Never the less, projection predicts that in 2009 it will have the lowest wage inflation in Asia, being 7% due to the global crisis and financial squeeze that has affected companies in the Philippines. Ukraine: A new emerging market the Ukraine offers a range of skills from the expected low-end processing through to higher end services such as knowledge process outsourcing (KPO), which is not so typical of this type of location. Ukraine saw the biggest increase in wage inflation of 23%. However, the depreciation against the Pound is also the highest. Hryvnia’s devaluation is 15%, which gives an overall estimated increase cost of 4% in both wages and other costs. Even though the wages were lowered in November 2008 by 4%, the projected wage inflation for 2009 is 17%, the highest compared to other locations. Poland: A popular nearshore location for some time with the likes of several companies, such as UBS and Shell, having operations here. This location has had the lowest cost exposure in 2008. The devaluation of the Zloty, by 10% against the Pound, covers the wage inflation of 9%. Poland is around 1% cheaper in terms of wages. For other costs, considering an inflation of 4% and a devaluation of the Zloty of 10%, Poland is now cheaper by around 7%. However, even though the inflation forecast is around 3% for 2009, Poland has the risk of getting a big wage increase in 2009 due to the high number SSCs operating today and to the fact that, as being part of the EU, skilled resources are shifting to other European countries seeking better job wages. Romania: A nearshore location with high quality skilled and multilingual labour pool, low property costs and growing infrastructure has led companies such as Betfair, to have their operations here. Romania had a medium cost increase compared with other locations. With devaluation against the Pound of 2%, and a wage inflation of 21%, there is an overall increase of around 19% only in terms of wages. For other costs, between Inflation and revaluation of the Neu Leu, there is an increase of around 9%. However, the forecast for wage inflation for this year is between 5-7% due to economic recession and redundancies in 2009 to reduce costs, being much lower compared to 2008. Hungary: Like Romania, Hungary is also known for its high quality skilled labour and low costs with the likes of companies, such as Diageo and Siemens, running operations here. Hungary is a location with a low cost increase in 2008. With a 1% of revaluation of the Forint against the Pound, the difference lies mainly in the 8% of wage inflation resulting in Hungary becoming around 9% more expensive in terms of wages. For other costs, considering Inflation and currency devaluation, Hungary has an estimated increase of 6%. For 2009, we expected similar or even lower wage inflation due to high unemployment rate it suffers today. Czech Republic: A Location with high quality skilled labour and a focus on improving infrastructure and business environment with the companies like DSG International, running operations here. Czech Republic is the location with the third highest wages cost increase after Philippines. Between 13% of the revaluation of the Koruna and the 8% of the wage inflation, there is an estimate cost increase of 22% in terms of wages. Other costs, considering inflation and currency variance, there is an increase of around 20%.

Organisations that outsource to India, China, or any offshore location for that matter, should be aware that inflation is higher than the UK and should have made allowances for currency fluctuation. This extreme variance in 2008 is likely to be ‘painful’ for any client who is baring the full cost
Despite the increases in wages highlighted above, most which are greater than seen in the UK, offshoring still can and does provides cost benefits to UK companies. This is because these increases are on a cost base significantly lower than the UK.
The actual cost in several locations, even though the had higher percentage increase In 2008, are still cheaper, e.g. China experienced cost increase more than twice that of Philippines, yet they are still cheaper.
It goes without saying that these factors must be considered and incorporated into the contract with an offshoring supplier otherwise benefits could be overstated. In modern contracts there are effective risk sharing mechanisms that can be put in place so risk can be dealt with in several ways, e.g. risk can be shared and/or capped to protect the client. Ultimately there are still large savings to be made from offshoring as these offshoring locations are still along way behind the labour costs of the UK.

Điện Biên là một tỉnh nằm ở vùng Tây Bắc, miền Bắc Việt Nam, giáp với các tỉnh Lai Châu và Sơn La của Việt Nam, Vân Nam của Trung Quốc ở phía Bắc, Phongsaly của Lào ở phía Tây, các huyện Pak Xeng, Pak Ou thuộc tỉnh Luangprabang của Lào ở phía Tây Nam.
Lịch sử Điện Biên là vùng đất cổ. Các di tích như hang Thẩm Khương, Thẩm Púa (ở Tuần Giáo) đã chứng minh thời thượng cổ đã có mặt người Việt cổ. Đến thế kỷ 9 - 10, người Lự ở Mường Thanh đã phát triển khá mạnh, và ảnh hưởng mạnh sang các khu vực: Sìn Hồ, Mường Lay, Tuần Giáo...
Thế kỷ 11-12, người Tày Đăm (Thái đen) theo từ Mường Ôm, Mường Ai tràn xuống chiếm Mường Lò (Nghĩa Lộ) và từ Mường Lò thời gian sau đó, những cư dân này theo thủ lĩnh của mình là Pú Lạng Chượng để tràn qua Than Uyên, Văn Bàn... và cuối cùng làm chủ cả một vùng từ Mường Lò (Nghĩa Lộ) qua Mường La (Sơn La), tới Mường Thanh (Điện Biên).
Thời kỳ Bắc thuộc Điện Biên thuộc huyện Lâm Tây, quận Tân Hưng. Đời Lý đất Điện Biên nằm trong hạt châu Lâm Tây. Đời Trần Việt Nam có 15 lộ Điện Biên thuộc lộ Đà Giang, cuối Trần là trấn Thiên Hưng; thời Minh thuộc lại chia làm 2 châu Gia Hưng và Quy Hoá.
Sang tới thế kỷ 15 (năm 1463) trấn Hưng Hóa được thành lập (bao gồm ba phủ: Quý Hóa, Gia Hưng, An Tây). Mặc dù vậy, các thủ lĩnh người Lự cơ bản vẫn làm chủ Mường Thanh. Từ 1466 về sau, Lê Thánh Tông đặt làm 12 thừa thừa tuyên, trong đó Hưng Hóa bao gồm 3 phủ, 4 huyện và 17 châu.

Tượng đài chiến thắng Điện Biên Năm 1831, Minh Mạng đổi thành tỉnh Hưng Hóa, tỉnh lị đặt ở thị trấn Hưng Hoá huyện Tam Nông (nay thuộc Phú Thọ). Thời Pháp thuộc, Hưng Hóa được chia thành các tỉnh Hoà Bình, Sơn La, Lai Châu, Lào Cai, Yên Bái và tách một số huyện nhập vào Phú Thọ.
Tên gọi Điện Biên do Thiệu Trị đặt năm 1841 từ châu Ninh Biên; Điện nghĩa là vững chãi, Biên nghĩa là vùng biên giới, biên ải. Phủ Điện Biên (tức Điện Biên Phủ) thời Thiệu Trị gồm 3 châu: Ninh Biên, Tuần Giáo và Lai Châu. Tên gọi Điện Biên hay Điện Biên Phủ xuất hiện từ đó.
Năm 1890, thực dân Pháp mới đặt được ách cai trị ở Lai Châu (bao gồm Điện Biên và Lai Châu ngày nay). Lai Châu trừ Phong Thổ thuộc Đạo quan binh thứ Tư, trực tiếp nằm trong khu quân sự Vạn Bú.
Ngày 28 tháng 6 năm 1909, ngày Toàn quyền Đông Dương ra Nghị định thành lập tỉnh Lai Châu, nay là tỉnh Điện Biên và Lai Châu
Ngày 7 tháng 5 năm 1954 tỉnh Điện Biên đã làm nên chiến thắng lịch sử Điện Biên Phủ được coi là "lừng lẫy năm châu chấn động địa cầu", chấm dứt 80 năm nô lệ dưới ách thực dân phong kiến. Để tăng cường đoàn kết giữa các dân tộc và tạo điều kiện cho các dân tộc ở Tây Bắc tiến bộ mau chóng về mọi mặt, trung ương đã quyết định lập khu vực tự trị của các dân tộc ở Tây Bắc, gọi là Khu tự trị Thái - Mèo theo Nghị quyết của Quốc hội vào ngày 29 tháng 4 năm 1955. Trước đó, theo Sắc lệnh số 143-SL ngày 28 tháng 1 năm 1953 của Chủ tịch nước, Khu Tây Bắc được thiết lập gồm các tỉnh Lào Cai, Yên Bái, Sơn La và Lai Châu, tách khỏi Liên khu Việt Bắc.
Ngày 27 tháng 9 năm 1962, kỳ họp thứ 5 Quốc hội khóa II đã quyết định thành lập lại 3 tỉnh Sơn La, Nghĩa Lộ và Lai Châu. Tỉnh Lai Châu lúc đó gồm 7 huyện: Điện Biên, Tuần Giáo, Tủa Chùa, Mường Tè, Mường Lay, Sìn Hồ, Phong Thổ và thị trấn Lai Châu. Khu tự trị lúc đó có diện tích 67.300 km², với số dân 438.000 người.
Từ năm 1962 đến năm 1994, thị trấn Lai Châu sau này là thị xã Lai Châu là thị xã tỉnh lỵ của tỉnh Lai Châu. Sau trận lũ quét lịch sử năm 1990, do địa hình thị xã không thể mở rộng, trong khi những trận mưa lũ rải rác từ trước đó, đặc biệt là trận lũ quét lịch sử đã làm sụt lở mất từ 20 – 30% diện tích các khu quần cư.
Từ thực tiễn tình hình trên và khả năng thị xã sẽ bị ngập trong tương lai khi xây dựng thủy điện Sơn La. Theo Quyết định số 130/HĐBT của Hội đồng Bộ trưởng, ngày 18 tháng 4 năm 1992 đã quyết định thành lập thị xã Điện Biên Phủ và di chuyển tỉnh lỵ về thị xã Điện Biên Phủ.
Tháng 1 năm 2002, huyện Mường Nhé được thành lập trên cơ sở một phần diện tích và dân số của các huyện Mường Tè, Mường Lay.
Tháng 9 năm 2003, thành phố Điện Biên Phủ được thành lập trên cơ sở toàn bộ diện tích tự nhiên và dân số của thị xã Điện Biên Phủ.
Tháng 11 năm 2003, Quốc hội ra Nghị quyết trong đó chia tỉnh Lai Châu thành tỉnh Lai Châu (mới) và tỉnh Điện Biên. Tỉnh Điện Biên có diện tích tự nhiên là 955.409,70 ha và dân số hiện tại là 440.300 người, bao gồm: diện tích và số dân của thành phố Điện Biên Phủ, thị xã Lai Châu (trừ phưường Lê Lợi) và 6 huyện: Mường Nhé, Điện Biên, Điện Biên Đông, Tuần Giáo, Tủa Chùa, Mường Lay (trừ: xã Pú Đao, xã Chăn Nưa, xã Nậm Hàng, bản Thành Chử thuộc xã Xá Tổng).
Tháng 1 năm 2004, địa giới hành chính huyện Mường Lay và thị xã Lai Châu được điều chỉnh lại.
Tháng 3 năm 2005, thị xã Lai Châu được mở rộng và đổi thành thị xã Mường Lay, đổi tên huyện Mường Lay thành huyện Mường Chà, đổi tên thị trấn Mường Lay thuộc huyện Mường Lay thành thị trấn Mường Chà.
Ngày 14 tháng 11 năm 2006, thành lập huyện Mường Ảng trên cơ sở điều chỉnh một phần diện tích tự nhiên và dân số của huyện Tuần Giáo.
Ngày 28 tháng 8 năm 2012, thành lập huyện Nậm Pồ trên cơ sở điều chỉnh một phần diện tích tự nhiên và dân số của các huyện Mường Nhé và Mường Chà.

Thành phố Điện Biên Phủ 7 phường và 2 xã Thị xã Mường Lay (thị xã Lai Châu trước kia) 2 phường và 1 xã Huyện Điện Biên 25 xã Huyện Điện Biên Đông 1 thị trấn và 13 xã Huyện Mường Ảng 1 thị trấn và 9 xã Huyện Mường Chà 1 thị trấn và 11 xã Huyện Mường Nhé 1 thị trấn và11 xã Huyện Tủa Chùa 1 thị trấn và 11 xã Huyện Tuần Giáo 1 thị trấn và 18 xã Huyện Nậm Pồ 1 thị trấn và 15 xã Tỉnh Điện Biên có 130 đơn vị cấp xã gồm 9 phường, 5 thị trấn và 116 xã.
Thông tin nhân khẩu Tỉnh Điện Biên có 21 dân tộc sinh sống với tổng dân số là 491.046 người (điều tra dân số ngày 01/04/2009), chủ yếu là người Thái (~38%), tiếp đó là H'Mông (~30%) và Kinh (~20%).
Giao thông Mạng lưới giao thông đường bộ:
Từ thành phố Điện Biên Phủ tới Hà Nội 474 km theo quốc lộ 279 và rẽ sang quốc lộ 6. Quốc lộ 12: Từ thành phố Điện Biên Phủ đến cửa khẩu Ma Lu Thàng (Lai Châu) 195 km. Quốc lộ 279: Nối Tuần Giáo qua thành phố Điện Biên Phủ đến cửa khẩu Tây Trang dài 117 km. Đường không: sân bay Điện Biên Phủ tại thành phố Điện Biên Phủ phục vụ tuyến Hà Nội - Điện Biên Phủ - Viêng Chăn - Luông Pha Băng
Du lịch Điện Biên là tỉnh giàu tiềm năng du lịch, đặc biệt là lĩnh vực văn hoá - lịch sử. Nổi bật nhất là hệ thống di tích lịch sử chiến thắng Điện Biên Phủ gồm: Sở chỉ huy chiến dịch Điện Biên Phủ - Mường Phăng; các cứ điểm Him Lam, Bản Kéo, Độc Lập; Các đồi A1, C1, D1, E1 và khu trung tâm tập đoàn cứ điểm của Pháp (Khu hầm Đờcát).
Quần thể di tích này là nguồn tài nguyên vô cùng quý giá để phát triển du lịch không những của tỉnh Điện Biên, của Tây Bắc mà còn của cả nước.
Điện Biên còn có tiềm năng văn hóa phi vật thể, với 21 dân tộc anh em chung sống, mỗi dân tộc có sắc thái văn hóa riêng rất đa dạng, điển hình là dân tộc Thái, dân tộc H'Mông.
Bên cạnh đó Điện Biên có nhiều hang động, nguồn nước khoáng và hồ nước tạo thành nguồn tài nguyên du lịch thiên nhiên phong phú như: Rừng nguyên sinh Mường Nhé; các hang động tại Pa Thơm (Điện Biên), Thẩm Púa (Tuần Giáo); các suối khoáng nóng Hua Pe, U Va; các hồ Pá Khoang, Pe Luông, Huổi Phạ,...
Tiềm năng kinh tế Bên cạnh lợi thế du lịch, tỉnh Điện Biên có quỹ đất chưa sử dụng rất lớn (55%) - mũi nhọn để phát triển nông lâm nghiệp, đặc biệt là trồng cây công nghiệp ngắn ngày và chăn nuôi đại gia súc. Cánh đồng Mường Thanh cần được định hướng thành trung tâm sản xuất lúa chất lượng cao của vùng Tây Bắc. Nhiều vùng như Mường Nhé, Si Pa Thìn và Điện Biên có khả năng chăn nuôi gia súc tập trung theo hướng trang trại.
Là tỉnh duy nhất giáp với cả CHDCND Lào và CHND Trung Hoa, Điện Biên có vị trí quan trọng trong thương mại quốc tế. Tỉnh có nhiều cửa khẩu: Tây Trang, Huổi Puốc (Lào), A Pa Chải - Long Phú (Trung Quốc)... Cửa khẩu Tây Trang đã được chính phủ Việt Nam và Lào thống nhất nâng cấp lên cửa khẩu quốc tế gắn liền với khu kinh tế cửa khẩu. Đây là cơ hội lớn để Điện Biên phát triển thành địa bàn trung chuyển chính của tuyến đường xuyên Á phía Bắc, nối liền Tây Bắc Việt Nam với Bắc Lào, Tây Nam Trung Quốc và Đông Bắc Myanmar.
Cuối cùng, công trình thủy điện Sơn La và đồ án mở rộng ba tuyến quốc lộ đi qua địa bàn tạo thêm thuận lợi cho quá trình sắp xếp dân lại dân cư, lao động, và đẩy mạnh chuyển đổi cơ cấu kinh tế.
Bí mật 'kinh doanh' của đại gia giàu nhất nhì tỉnh Điện Biên Ở tuổi 40, quản lý salon ôtô và tiệm vàng, đi xe sang nhiều tỷ đồng, vợ chồng Thái khiến nhiều người ngưỡng mộ "tuổi trẻ tài cao" song đằng sau đó là đường dây cá độ quy mô rất lớn. Từ nhiều năm trước, vợ chồng Phạm Văn Thái (40 tuổi) và Trần Thị Thuỷ (37 tuổi) trú phường Tân Thanh, TP Điện Biên Phủ là chủ một salon ôtô, một tiệm vàng. Cả hai vợ chồng đều đi xe sang gồm chiếc Range Rover và Mercedes S500. Nhiều người đánh giá đây là một trong những cặp vợ chồng giàu có nhất nhì tỉnh Điện Biên.
Từ năm 2013, trinh sát Cục C50 (Bộ Công an) và Công an tỉnh Điện Biên phát hiện đường dây đánh bạc qua mạng Internet liên quan đến nhiều người ở các tỉnh, thành phố trong cả nước. Vợ chồng Thái là người cầm đầu, đường dây đánh bạc này có máy chủ đặt ở nước ngoài.
Ở Việt Nam, chúng mở hàng chục đại lý cấp dưới nhận kèo cá cược khắp cả nước qua 3 website “new789”, “bong88”, “lvs”. Tại Điện Biên, Nguyễn Văn Ngân ( 23 tuổi, cháu họ của Thủy) đảm nhận vai trò trợ lý thống kê, giao nhận kèo cho trùm cá độ, ăn ở tại nhà Thái – Thuỷ. Ở Hà Nội nhiệm vụ tương tự được giao cho Nguyễn Thị Phương Hà, cháu ruột của Thủy, vừa tốt nghiệp đại học. Hàng ngày, Hà có nhiệm vụ nhận các bảng lô đề từ Điện Biên chuyển xuống, rồi giao cho các đầu mối do vợ chồng Thái - Thuỷ chỉ định.
Hà còn là người quản lý tài khoản tổng của các website đánh bạc, có nhiệm vụ xem xét, thống kê số tiền các đại lý cấp dưới đã sử dụng để báo cáo vợ chồng Thái. Với vai trò quan trọng của mình, Hà đã có hẳn một căn hộ hạng sang tại Hà Nội, đi ôtô xịn.
Thu thập đủ chứng cứ, ngày 14/6, đồng loạt 3 mũi trinh sát tại Hà Nội và Điện Biên đã triển khai bắt, khám xét khẩn cấp với vợ chồng Phạm Văn Thái và Nguyễn Văn Ngân.
Cảnh sát tạm giữ của vợ chồng Thái một súng quân dụng, 13 viên đạn; ôtô Range Rover, xe Mercedes S500, điện thoại di động, nhiều máy tính và ổ cứng máy tính , gần 800triệu đồng và nhiều tài liệu liên quan. Tại Hà Nội, tạm giữ của Hà một xe ôtô Mazda; 20 máy tính xách tay, 7 điện thoại di động, cùng nhiều tài liệu liên quan đến việc đánh bạc và cá độ bóng đá qua mạng Internet.
Ban đầu tại cơ quan điều tra, vợ chồng Thái và hai người cháu họ đều chối tội, không khai báo vai trò của người liên quan. Cho tới khi cơ quan điều tra đưa ra những bằng chứng thuyết phục, họ mới chịu khai nhận.
Khi Thái – Thuỷ bị sa lưới", nhiều người dân địa phương nơi đây mới "té ngửa" về nguồn gốc của sự lắm tiền, nhiều của cặp vợ chồng này.
